This record does not determine which category applies to an applicant. HCD's October 8, 2025 technical-assistance letter predates the handout and says the most recent Davis ADU ordinance on file with HCD was from 2019 and may be outdated, noncompliant, or null and void under Government Code § 66316. The handout is a current City-published process guide, not the operative law, an HCD compliance finding, or evidence that HCD accepted a later ordinance. Ask City staff which current category, forms, and standards apply and whether a post-letter ordinance supersedes either source."
