i18n status: Applies — deferred to the GA milestone (product roadmap M9)
Reason: the product is a consumer-facing US surface, so the single-operator English-only carve-out does not apply; catalogs cannot exist before user-facing strings do. The EN/ES scoping decision (catalogs, pseudolocale gates, RTL posture) is an owned pre-GA obligation tracked in the product roadmap (§5 post-GA catalog and M5 settings-hub work), and this file records the gap rather than declaring an exemption.
