Voice typing package map

This directory contains the policy values, transcription adapters, insertion boundary, and short-lived recovery helpers used by VoiceTypeSession. PushToTalkManager remains the owner of the microphone and turn lifecycle; these files do not create a second lifecycle or capture path.
