Labor shortages forced reduction of services in 2022. Ridership remains below pre-pandemic levels, however it has continued to grow, rebounding to more than 72% of fiscal year (FY) 2019 passengers. One thing that has been a constant is the increase in operating expenses, which have grown year over year (with the exception of FY 2021, when the worst of the pandemic led to a substantial reduction in service and, thus, in cost). Fares have not kept pace with this growth in expenses.\nBudget Scenario Operating costs have increased by more than 10% since FY 2019. The average fare revenue collected per passenger has dropped from $1.11 to $1.07, still rebounding from the COVID pandemic. Fare revenue only accounts for 20% of MTD’s annual operating budget. The inflation rate for the fiscal year ending June 30, 2024 was 3.2%, indicating a trend for additional increases.\nThe major revenue sources for the District operations are fares, Federal Transit Administration (FTA) operating assistance, and sales tax. With the FTA classifying Santa Barbara as a large urbanized area (UZA) due to the population growth confirmed by the 2020 Census, MTD is no longer eligible for FTA Small Transit Intensive Cities (STIC) funding of approximately $3.0 million per year, thus eliminating that funding source. Federal operating assistance has grown a little; however, the apportionment of funds is fixed and there doesn’t appear to be much of a change looking forward. Sales tax revenues experienced growth with inflationary price increases during the COVID pandemic; however, recently these increases have been leveling out.\nRevenue shortfalls and increasing operating expenditures in the areas of wages and benefits, fuel, insurance, and utilities are expected, continuing to increase the deficit. Without a fare adjustment, the District would be forced to reduce service."}

La escasez de mano de obra obligó a reducir los servicios en 2022. El número de pasajeros se mantiene por debajo de los niveles previos a la pandemia, sin embargo, ha seguido creciendo, recuperándose hasta superar el 72% de los pasajeros del año fiscal (AF) 2019. Una cosa que ha sido una constante es el aumento de los gastos operativos, que han crecido año tras año (con la excepción del AF 2021, cuando lo peor de la pandemia provocó una reducción sustancial del servicio y, por ende, del costo). Las tarifas no han seguido el ritmo de este crecimiento de los gastos.\nEscenario presupuestario Los costos operativos han aumentado más del 10% desde el año fiscal 2019. Los ingresos promedio por tarifas recaudados por pasajero han disminuido de $1.11 a $1.07, aún recuperándose de la pandemia de COVID. Los ingresos por tarifas solo representan el 20% del presupuesto operativo anual de MTD. La tasa de inflación para el año fiscal que finalizó el 30 de junio de 2024 fue del 3.2%, lo que indica una tendencia a aumentos adicionales.\nLas principales fuentes de ingresos para las operaciones del Distrito son las tarifas, la asistencia operativa de la Administración Federal de Tránsito (FTA) y el impuesto a las ventas. Dado que la FTA clasifica a Santa Bárbara como una gran área urbanizada (UZA) debido al crecimiento de la población confirmado por el Censo de 2020, MTD ya no es elegible para la financiación de la FTA para Ciudades Pequeñas con Intensidad de Tránsito (STIC) de aproximadamente $3.0 millones por año, eliminando así esa fuente de financiación. La asistencia operativa federal ha crecido un poco; sin embargo, la distribución de fondos es fija y no parece haber muchos cambios en el futuro. Los ingresos por impuestos a las ventas experimentaron un crecimiento con los aumentos de precios inflacionarios durante la pandemia de COVID; sin embargo, recientemente estos aumentos se han estado estabilizando.\nSe esperan déficits de ingresos y crecientes gastos operativos en las áreas de salarios y beneficios, combustible, seguros y servicios públicos, lo que seguirá aumentando el déficit. La escasez de mano de obra obligó a reducir los servicios en 2022. El número de pasajeros sigue estando por debajo de los niveles previos a la pandemia, sin embargo, ha seguido creciendo y se ha recuperado hasta superar el 72 % de los pasajeros del año fiscal (AF) 2019. Una cosa que ha sido una constante es el aumento de los gastos operativos, que han crecido año tras año (con la excepción del AF 2021, cuando lo peor de la pandemia provocó una reducción sustancial del servicio y, por lo tanto, del costo). En el AF 2024, los costos operativos fueron casi $3,0 millones más que en el AF 2019. Las reducciones de costos seguramente resultarían en reducciones del servicio. Las tarifas no han seguido el ritmo de este crecimiento de los gastos y, de hecho, la última vez que MTD ajustó las tarifas fue el 1 de enero de 2009. Si bien nuestros servicios están financiados principalmente por el gobierno, las tarifas representan aproximadamente el 20 % de nuestro presupuesto operativo anual y, dado que la FTA clasifica a Santa Bárbara como una gran área urbanizada (UZA) debido al crecimiento de la población confirmado por el Censo de 2020, MTD ya no es elegible para la financiación de Ciudades intensivas en tránsito pequeño (STIC) de la FTA de aproximadamente $3.0 millones por año, eliminando así esa fuente de financiación. Las tarifas más altas nos ayudarán a mantenernos al día con los crecientes costos operativos sin recortar ni reducir ninguno de los servicios actuales de MTD. Reducir la escala de nuestros servicios podría implicar reducir las horas de funcionamiento de los autobuses, la frecuencia y, en algunos casos, eliminar las rutas por completo.\nLas tarifas de MTD se han mantenido sin cambios desde 2009.\nLa tabla anterior muestra la actualización de la estructura tarifaria con respecto a la actual. MTD ajustó la tarifa base a partir del 18 de agosto de 2025 de $1.75 a $2.50, en consonancia con el aumento en los gastos de los servicios operativos.\nMTD continúa ofreciendo tarifas reducidas a grupos elegibles, como personas con discapacidad, adultos mayores y jóvenes. Accepted mobile wallets include Apple Pay & Google Pay, either on your phone or wearable.\nHow do I know if I have a contactless-enabled bank card?\nCards that are contactless-enabled have the symbol shown below (on the front or the back):\nMany banks and financial institutions have switched to contactless cards to make payments safer, faster, and more secure for their customers. Check with your card issuer if you are unsure if your card is contactless-enabled.\nIf you do not have a contactless card, you have options:\nLink an existing bank card to your smart device.\nOpen a safe, inclusive bank or checking account.\nOrder a contactless-enabled Cash App Card (no need to have a bank account).\nCan I still ride METRO if I do not have a contactless-enabled card or a payment-enabled device?\nYes. You can still pay for your fare using cash and Splash Pass. You will need to use the farebox to pay your fare, or visit either of our Customer Service Booths in Santa Cruz or Watsonville.\nHow do I use my contactless-enabled bank card or payment-enabled device on METRO?\nAs you board the bus to start your journey, look for the contactless symbol on the Tap2Pay readers:\nSimply tap your contactless-enabled bank card or payment-enabled device below the screen on the contactless symbol and wait for the green “GO!” screen.\nWhat are Tap2Pay readers?\nTap2Pay payment readers are the face of METRO’s contactless fare payment system. The readers serve as point-of-sale terminals, allowing you to pay your fare and enter the system instantly. They are mounted at the front entrance of the bus and look like this:\nWhy doesn’t my contactless-enabled bank card work?\nIf your contactless-enabled bank card is not working, it may be due to one of the following reasons:\nYou have a new card. If you have a new contactless-enabled card, you might need to activate it first. If, after activating, your new contactless-enabled card it is still not working, please contact your card issuer at the phone number listed on the back of your card.\nYour card issuer has declined payment. This may be due to your bank account not having enough funds for the journey. Please check with your card issuer.\nYour card may be damaged or expired. If this happens, you’ll need to get your card reissued by contacting your card issuer."}

This means that a cap will apply for all trips taken within a 31-day period from the first time you tap to pay, and on a rolling basis, based on usage thereafter.\nThe 31-day period starts with the first tap.\nHow do charges appear on my card statement?\nThe fare is charged to your card’s account and will include the description: “Santa Cruz METRO”\nTo view your recent METRO rides and see what fare you were charged, visit our Traveler Portal (or check your bank card statement).\nIs paying via a contactless-enabled bank card or payment-enabled device secure?\nYes. Tap2Cruz transactions are processed through the same secure networks used for all other Visa, Mastercard, Discover, and American Express transactions. Contactless cards are built on secure EMV® Chip technology, which has proven effective at reducing counterfeit fraud. Just like inserting your card, each EMV® Contactless transaction delivers a one-time code to the payment reader that protects payment information and authorizes the transaction with a single tap.\nWill my information be kept private?\nPersonal data will never be stored, sold, or given away by METRO or any third-party agent. METRO’s Customer Service Representatives do not have access to full credit card account numbers. Customer Service Representatives will answer customer support queries in accordance with Payment Card Industry practices.\nDoes my card issuer see my travel history?\nNo. Just like your card issuer would not see what you order from a coffee shop or other retailer, the issuer will only see the amount of the transaction.\nWill I be charged a service fee for using my contactless payment method on METRO?\nNo, there are no additional fees to use contactless-enabled payment methods.\nCan I pay for more than one person using one contactless payment method?\nNo. Each rider must pay with their own contactless-enabled bank card or payment-enabled device.\nTip: If you have both a physical card and a digital wallet version of that same card, they count as different payment methods.\nDo I always have to use the same payment method within the 2-hour transfer window?\nYes. You cannot switch payment methods during the 2-hour transfer window. The fare calculation software will only charge your card $2 throughout this window, no matter how many times it is tapped. If you switch between payment methods during the 2-hour window, it will be treated as a new trip, and you will be charged again.\nImportant: You must use the same payment method throughout all your trips to qualify for benefits like fare capping, and automatic discount fares (once verified and linked to your card).\nWill it cost more to use contactless payments?\nNo. Fares paid via contactless payment will never cost more than the standard Fixed Route fares and will be capped at daily and 31-day amounts, allowing you to pay as you go up to the fare cap.\nPlease review the fare chart for Tap2Cruz fare capping information.\nDo I need to tap on each bus I board within that 2-hour window?\nYes, you must tap on a contactless payment reader on each bus you board. The fare calculation software will keep track of your taps and only charge you $2 regardless how many times you tap. You will not be charged again until 2 hours have passed.\nAre discounted fares available with contactless payment?\nDiscounted contactless fares are now available for older adults (ages 65+), Veterans, and Medicare cardholders via a simple, digitized verification program that enables riders to apply for and receive fare discounts.\nUtilizing CalITP Benefits, you can link your benefits eligibility to your preferred Tap2Cruz payment card, ensuring you always receive discount fare when tapping!\nRiders who are eligible for a discount fare can still pay the existing discount fare with cash or SmartCard when boarding a bus; you’ll pay at the farebox instead of using the contactless payment reader."}

Your payment may not be accepted for a few reasons:\nIt is possible that your payment method has been blocked if we have not received payment for a prior fare. Until payment is received for that fare, that payment method will remain blocked, even if you use other payment methods in the meantime\nYour payment method has been blocked by your bank\nYour card or smart device is damaged\nYour card is not contactless-enabled\nYou may not have enough funds\nTo resolve an issue with your card, please contact your bank. In the meantime, you can use another contactless debit or credit card, including a card in your mobile wallet. The payment reader may deduct the fare from the wrong bank card/device as it reads the first payment method it comes in contact with or it will not read either card. It is recommended that you present one payment method when paying your fare.\nNote : If you are paying for someone who is traveling with you, you will need to use a different card or device, or an alternative form of fare payment.\nHow do I apply for a refund?\nIf you suspect you have been charged more than once or have not been charged the correct fare, please contact METRO Customer Service at (831) 425-8600, daily, 8 a.m. to 5 p.m.\nHow do I dispute a charge?\nIf you did not authorize a charge, or if you believe that you have been charged incorrectly, you can dispute a charge by speaking with a METRO Customer Service representative at (831) 425-8600, Monday through Friday, 8 a.m. to 5 p.m.\nWhat if my payment method is lost or stolen?\nIf your card is lost or stolen, contact your bank first to ensure that your card is canceled and to prevent unauthorized transactions.\nIf your card is found, and if your bank did not cancel it, you may continue using your card."}
