other tools are descriptive only.

The matching step is built on Splink (https://github.com/moj-analytical-services/splink),
which is distributed under its own license. This project configures and wraps
Splink; it does not vendor or modify it.

Nothing here is legal advice. An organization deploying this tool, and the DV
policy pack in particular, is responsible for its own review against its own
legal and contractual obligations.
