### The Challenge
Find a transaction that SHOULD be blocked by AgentShield's rules engine but ISN'T.
If you can construct a transaction + rules combination where the engine SHOULD block/flag the transaction based on the rule logic, but the engine returns APPROVED instead, you win $1,000.
### Rules
1. Transaction must have valid required fields (amount, merchant, category)
2. Rules must be valid (correct type, correct params structure)
3. Engine's decision must be WRONG (should have blocked/flagged but didn't)
4. Bug must be reproducible via `pip install agentshield-spend`
