### The Challenge
Find a transaction that SHOULD be blocked by AgentShield's rules engine but ISN'T.
If you can construct a transaction + rules combination where the engine SHOULD block (or flag) the transaction based on the rule logic, but the engine returns APPROVED instead — you win $1,000.

1. The transaction must have valid required fields (amount, merchant, category)
